With the rapid development of the economic field, Longgang campus construction is facing challenges such as engineering pressure, population agglomeration, land resource shortages and traffic congestion accompanying urbanization development. Since 2021 , the Construction and Public Works Department of Longgang District, Shenzhen City has carefully planned high-quality campus construction in an attempt to face the problems, and has achieved gratifying results. At present, more than 28 campus construction project prototypes have been organized and completed. Combined with Longgang’s regional context, history and culture, each phase of high-quality campus construction projects carries different urban issues.
In 2024, the Longgang District Construction and Works Department of Shenzhen City, in collaboration with various functional departments in the district, will continue to launch the “sustainable growth” of the “City Chief Plan” for high-quality campus construction in Longgang , which is sustainable low-carbon and local growth. Continuing the word “growth ” from the previous season’s ” Smart Friends Growth” , we further study how to reshape the relationship between the surrounding environment and campus in the limited urban stock space, pay attention to regionality, reserve appropriate flexibility, and interact with community vitality to achieve Sustainable high-quality campus environment construction. The report of the 20th National Congress of the Communist Party of China mentioned that “we adhere to sustainable development, adhere to the policy of giving priority to conservation, protection and natural restoration, protect the natural and ecological environment like we protect our eyes, and unswervingly pursue the development of production, prosperity of life, and Ecologically sound civilized development path to achieve sustainable development of the Chinese nation.”
Against this background, the design bidding for the new construction project of Fengan nine-year consistent school in Pinghu Street will be officially launched as the first batch of “sustainable growth” projects for Longgang’s high-quality campus in 2024 .
1. There is no qualification limit
in the pre-qualification stage, only simple case strategies need to be submitted.
2. The chief architect is responsible for the system and directly signs a contract with the construction unit
to empower architects to jointly create a high-quality campus belonging to Longgang. The Longgang District Construction and Public Works Department will show full sincerity, follow up the contract process throughout the entire process, and implement the “scheme design chief architect” Architect’s full process responsibility system”.
3. Strengthen overall planning and coordination
The District Construction and Public Works Department teamed up with various administrative departments as co-sponsors to jointly accelerate the work.
4. Clarify the work interface
Further clarify the working interface between the scheme design team and the construction drawing design team to reduce disputes and smoothly advance the project.
The project construction site is located on the southeast side of the intersection of Fenghuang Avenue and Fengan Road, Pinghu Street, Longgang District, Shenzhen City, within the urban renewal unit of Fenghuang Industrial Park and the urban renewal unit of Shengping Factory.
The total land area of the project is 38260.9 ㎡ , and the total new construction area is approximately 79061 ㎡, of which 51858 ㎡ is required for school buildings and 27203 ㎡ is for optional school buildings . The construction area of the underground garage and equipment rooms is 12,763 m2, and the construction area of the overhead floor is 7,560 m2.

The content of this bidding includes: scheme design and optimization, preliminary design of the architectural profession; conceptual plans for facades, interiors, landscapes, signs, lighting, etc. involving design effects; cooperation with budget preparation and post-construction services, and assistance with construction applications etc. The final work content shall be subject to the design contract.
Major and difficult points of the project
1. The design height difference of the roads around the base is large, and the connection between the new school and the surrounding urban roads needs to be considered. In order to facilitate transportation, after preliminary communication with relevant units, two vehicle entrances and exits can be set up to meet the diversion of people and vehicles;
2. There are 150M super high-rise residential buildings around the project , and their impact on the site’s sunlight needs to be considered;
3. The north side of the base is the main urban road, which is noisy. The noise impact can be reasonably reduced through design methods.

. As a rapidly developing area, Longgang’s campus construction should follow the fast pace of urban development, explore how to advance project construction with high quality and speed, and at the same time pay attention to the continuously updated environmental factors around it, thereby promoting the development of a harmonious city. .
2. Respect regionality and place spirit
a. Fully consider the history, culture and natural conditions of Longgang District, pay attention to the inheritance of regional cultural context, and create the core of school culture in Longgang District.
b. Study the surrounding and internal environment of the project site, effectively analyze the site characteristics and adopt reasonable response strategies to reduce the impact on neighbors and present a place expression that is adapted to local conditions. 3. Advocate rational campus design a. Implement the architect responsibility system and give full play to the subjective initiative of architects in designing campus space under reasonable and compliant conditions. b. Architects should fully consider the construction cost and achieve an organic combination of design concept, space creation, material application and cost control to ensure the implementation effect. c. When creating, architects should fully discuss the standardization and personalization of campus design, implement standardizable designs, grasp the space that can be personalized, and explore the best balance between the two. d. The overall layout of the campus should meet the reasonable demands of the surrounding community development (see the design requirements of the bidding brief released in the official announcement for details). 4. Guided learning environment design a. Create a campus environment that inspires enthusiasm for learning and life, and fully integrate environmental elements such as appropriate materials, friendly scales, and sufficient lighting and natural ventilation into distinctive architectural spaces to create Belong to the cultural identity within that campus space. b. Create a learning space that is flexible and supports collaboration. Classrooms and public areas have the possibility of reconfiguration to adapt to different teaching concepts. Teachers and students have more participation and creativity in the space. 5. Sustainable campus design integrates sustainable and green ecological design concepts into campus environment creation, and encourages energy-saving, consumption-reducing, and resource-intensive solutions to be considered from spatial layout, construction materials, lighting and ventilation, and other aspects.
1. Design units with relevant design experience at home and abroad can sign up to bid. Domestic design units must have legality certification documents for effective operations, and must be independent corporate legal persons or other organizations or branches that have obtained legal authorization. Overseas design units must be legally registered design units in their respective locations. Two or more parent companies, wholly-owned subsidiaries and their holding companies whose legal representatives are the same person shall not register and bid separately.
2. There are no qualification restrictions during the registration stage. If the winning bidder does not meet the qualification requirements issued by the Ministry of Housing and Urban-Rural Development, he can entrust a domestic unit with corresponding design qualifications after winning the bid to ensure that the preliminary design of the program and construction meets the domestic and Shenzhen requirements. The relevant municipal norms, regulations and administrative approval department requirements.
3. If a design unit registers as a consortium, the number of members of the consortium shall not exceed two, and each party to the consortium shall not participate in the bidding of the same project in its own name or as a consortium with another design unit. The consortium partners need to sign a legally binding “Consortium Agreement” and specify the leading unit , the division of labor between the two parties in each design stage, and the sharing ratio and allocation method of design costs.
4. The designers participating in this bidding should be registered personnel of the design unit. The chief designer must be a person who has presided over multiple projects of the same type and must directly participate in the entire bidding process. If the design unit is an overseas unit, there should be at least one person proficient in Chinese among the project designers.
5. Registration from individuals or groups of individuals will not be accepted.
This project adopts the “open bidding” method and is divided into pre-qualification stage, scheme design stage and bidding stage.
In the first stage of pre-qualification , while adhering to the principle of “conceptual proposals taking the lead”, 5 shortlisted applicants (without ranking) and 2 alternative applicants (with ranking) were determined with reference to the performance of the housing construction project, the personnel to be dispatched, etc. ) enters the proposal bidding stage.
In the second stage of program design, the bidding unit shall set up a program review committee in accordance with the law to review the bidding program and select two winning bidders to enter the bidding stage.
In the third stage of bid determination, the bidding unit shall establish a bid determination committee in accordance with laws and regulations, and determine a winning bidder from among the bid-winning candidates recommended by the plan review committee.

According to the “Engineering Survey and Design Fee Standards ( 2002 Edition)”, the design fee for this bidding is tentatively set at RMB 5.7246 million.
The top five shortlisted units that have passed the pre-qualification and entered the project bidding stage will be compensated for losing bids, totaling 650,000 yuan:
( 1 ) If the “Bidding Committee completes the bidding”, the winning bidder will be awarded the contract without compensation. The second -place bidder who does not win the bid will be compensated 200,000 yuan.
( 2 ) The three shortlisted units (namely the 3rd , 4th , and 5th place) who have been shortlisted but have not entered the bidding stage will each be compensated 150,000 yuan (a total of 450,000 yuan).
Prequalification Concept Proposal
For conceptual proposals in the pre-qualification stage, submit an A1 size vertical display board and electronic documents.
The content includes but is not limited to: a bird’s-eye view of the overall effect, the overall design plan, streamline organization analysis and related design concepts (see the “Pre-Qualification Document” and “Design Task Statement” for specific requirements).
