The design scope of this international competition is the original site of Luohu Art Museum, with a land area of ​​7696 square meters.

The design content mainly includes the preservation, renovation and expansion of the existing Luohu Art Museum. The integrated design between the preservation and new buildings should be strengthened to establish an overall organic connection.

 

1. For the retained venue buildings, carry out overall renovation and transformation, including renovation and maintenance of the building’s facade and internal structure, upgrade of the lighting system, design and renovation of existing functional areas, improvement of squares and green environment, etc.

2. The expanded buildings include exhibition rooms, collection rooms, public education and communication rooms, technology and maintenance rooms, management rooms, auxiliary rooms, supporting cultural rooms, underground parking garages, and supporting outdoor projects for project construction. wait.

3. Comprehensively consider relevant countermeasures during the construction implementation and operation phases, such as the protection of precious collections from extreme weather, the continued operation of retained buildings during construction, and the operational balance recommendations for 30% of supporting space.

Registration requirements

1. Domestic and foreign design institutions can register to participate in this international competition. Consortiums are allowed to participate. Registrations from individuals, combinations of individuals and individuals, or combinations of individuals and institutions are not accepted. The design agency must have a comprehensive Grade A qualification in engineering design or a Grade A qualification in the construction industry or a Grade A design qualification in the construction industry (construction engineering); if participating as a consortium, the leading unit of the consortium or the member units of the consortium must have a comprehensive Grade A qualification in engineering design Qualifications or Class A qualification in the construction industry or Class A design qualification in the construction industry (construction engineering).

2. The organization applying for the competition should be an independent legal person, partnership or other organization. If the person in charge of the organization is the same person or different organizations with holding or management relationships, they are not allowed to register for the competition separately.

3. Institutions in China must have a legally registered and valid business license.

4. Overseas institutions (including Hong Kong, Macao and Taiwan) must provide relevant business registration information certificates in the country (or region) where the enterprise is located, or provide design license certificates issued by the government authorities or relevant industry organizations in the country (or region), and must provide Chinese translation.

5. If participating as a consortium, the number of institutions forming the consortium shall not exceed 2. Each member institution shall sign a “Consortium Agreement” to clarify the leading institution of the consortium and their respective responsibilities. Each member institution that forms a consortium is no longer allowed to participate individually in its own name, nor is it allowed to join other consortia to participate at the same time.

6. The chief creative designer must directly participate in the entire design process of this international competition, as well as participate in important node meetings required by the host and organizer.

7. Participating teams must ensure that the registration information they submit is true, legal and valid. If the registration information does not comply with the relevant requirements of the competition rules or is fraudulent, once discovered, the candidate will be disqualified from being shortlisted and awarded, and will bear relevant responsibilities.

8. The project leader must have the qualification of a national first-class registered architect (if it is a consortium bidding, the design leader in the consortium must have a comprehensive Grade A qualification in engineering design or a Grade A qualification in the construction industry or a design in the construction industry (construction engineering) For units with Class A qualifications, the use of electronic certificates of first-class registered architects should comply with the “Notice of the National Registered Architects Management Committee on the Use of Electronic Registration Certificates of First-Class Registered Architects” (Note Construction [2021] No. 2) Provisions).

Contest rules

1. This international competition is open to the public at home and abroad, and adopts an open registration method. Registrations from domestic and foreign design institutions will be accepted from the date of announcement.

2. This international competition is divided into two stages: “registration and pre-qualification” and “project evaluation and bid determination”.

3. The host and organizer will set up a pre-qualification meeting. The pre-qualification committee will review all valid entry documents submitted by the participating teams according to the requirements of the international competition documents, and select 7 shortlisted teams (not ranked) and 2 by registered voting. Home alternative teams (sorted).

4. If the first seven shortlisted teams submit written letters of withdrawal from the bidding within three days after the announcement of the pre-qualification results, the alternative teams will be replaced in sequence. If the letter is not submitted within the time limit, no subsequent withdrawal will be allowed; if the shortlisted team is unable to continue participating due to various reasons after confirming its participation, no replacement will be made. Shortlisted teams that confirm their participation should submit their design results in accordance with the international competition schedule.

5. The scheme review committee will review the scheme design results of the 7 shortlisted teams and select 3 winning candidate schemes (not ranked).

6. According to the “Shenzhen Luohu District Government Investment and Construction Project Bidding Guidelines”, the tenderer established a bidding committee in accordance with laws and regulations, and the bidding judges determined 1 from the 3 (not ranked) winning candidate units recommended by the plan review committee. Contest prize money
