To gather global wisdom and advanced concepts to promote the iterative development of the Shenzhen Meilin Pass hub area, the “Shenzhen Meilin Pass Area Urban Design International Consultation” has been officially launched, and registration is now open to outstanding design institutions at home and abroad.


Project Overview

This international consultation aims to gather global wisdom and learn from the world’s advanced development experience, with the goal of building a core leading area for the digital economy in the Greater Bay Area and a pioneering demonstration area for digital science and technology. It will be based on an international perspective, practice forward-looking concepts, use innovative technologies, and gather High-end talents and enterprises in the digital economy and digital science and technology will create a unique and dynamic industrial comprehensive city that demonstrates advanced city-building concepts and leads the high-quality development and construction of the area.

1. Location overview

Meilinguan Area is located in the middle of the Shenzhen-Hong Kong scientific and technological innovation axis. It is the core leading area for Shenzhen to build a “global digital pioneer city”. As the “Southern Gate” of Longhua District, Shenzhen City, the area has superior landscape and water resources, multiple rail lines (rail lines 4 , 6 , 22 and the Guangzhou-Shenzhen Central Axis Intercity Line), and the construction space range is about 1 square kilometer.

2. Design scope

The scope of international consultation includes three levels, namely planning research scope, urban design scope and hub core area architectural conceptual design scope.

Planning research scope: from Yinhu Mountain to the east, Yulong Road to the west, Meilin Mountain and Yinhu Mountain to the south, and Minle Road to the north, with a total area of ​​3.78 square kilometers, and consideration will be given to connections with Shenzhen North Railway Station, South China International Logistics Center, Minle Village, and Meilin The overall planning and coordination relationship between the surrounding areas such as Shan, Yinhu Mountain, and Minzhi Reservoir.

Urban design scope: bounded by Xinghe Dandi and Fengze Lake Villa in the east, Niuzui Reservoir in the west, Nanping Expressway in the south, Longhua Avenue, Xinqu Avenue and Jinlong Road in the north, covering an area of ​​1.10 square kilometers.

The architectural conceptual design scope of the core area of ​​the hub: determined by the participating institutions based on the urban design plan. It is required to include four rail line transfer stations and the scope should not be less than 20 hectares.

Background of the project

In the context of the Guangdong-Hong Kong-Macao Greater Bay Area development strategy and Shenzhen-Hong Kong innovation cooperation, the strategic value of the Meilin Pass Area has gradually emerged, and its development goals have continued to upgrade.

In June 2022 , the Shenzhen Municipal Government affirmed the development of the digital economy in Longhua District and proposed to expand the scope to create a contiguous and agglomerated digital economic core area.

In August 2022 , the Shenzhen Municipal Bureau of Industry and Information Technology and the Shenzhen Longhua District People’s Government signed a strategic cooperation agreement to jointly promote the construction of the Shenzhen Digital Economic Core Area, delineating the Shenzhen Digital Economic Core Area including the Meilin Pass Area. scope.

At the Meilin Pass Area Development Work Conference held in February 2023 , the Shenzhen Municipal Government clearly proposed the development goal of building the Meilin Pass Area into a “world-class digital economic core area.”

Registration requirements

1. This international consultation adopts a global open registration method and has no qualification requirements. Entrants must be independent legal persons, partnerships or other organizations registered at home and abroad. Different legal entities that have a direct holding relationship or management relationship with each other or whose legal representative is the same person are not allowed to register for the competition at the same time. Parent companies, wholly-owned subsidiaries and their holding companies are not allowed to register for the competition at the same time.

2. Participating units are allowed to register for the competition in the form of a consortium, with no more than three members in the consortium. If participating as a consortium, each member of the consortium may not form a consortium with other participating units to participate in the registration individually or in other names. Each member of the consortium must sign a legally binding “Consortium Agreement” and specify the leading unit, each member Division of work, etc.

3. Registrations from individuals or groups of individuals are not accepted.

4. Participating units in China must have a legally registered and valid business license, and must have independent legal personality.

5. Overseas (including Hong Kong, Macao and Taiwan) participating units must provide the following valid certification materials: 1) Organization registration certificate issued by the competent government department of the country (region) where it is located (it has been established for at least one year and has a fixed office location); 2) Design license issued by the competent government department or relevant industry organization of the country (region) where it is located (if any).

6. Priority will be given to teams that are familiar with China’s national conditions and have similar experience: 1) Have extensive experience in urban and architectural design projects in large urban hub areas; 2) Have research capabilities and experience in complex urban traffic problems; 3) Have environmental experience Construction and public space design experience.

7. Personnel participating in this international consultation must be registered personnel of the unit to which they belong. The project leader and main creator (can be the same person) must be people who have presided over projects of the same type. In order to ensure that team members have an accurate understanding of the Chinese regional background and related requirements, there should be at least one person in the team who is proficient in Chinese.

Contest rules

This international consultation is divided into three working stages: ” Registration and Pre-qualification “, ” Program Design ” and ” Results Review “.

Registration and pre-qualification stage : The host and organizer will set up a pre-qualification committee to comprehensively consider the company’s credit, company-related performance, team strength, etc., and select 8 shortlisted units in the pre-qualification stage (no ranking), and 3 alternative units ( (sorted) into the program design stage.

Program design stage : The eight shortlisted institutions will complete the program design in accordance with the requirements of the international consulting mission statement and submit the complete results to the host and organizer.

Results review stage : Set up a results review committee to select the top three units among the eight shortlisted participating units and recommend them to the host and organizer. On the basis of fully respecting the expert review opinions, the host and organizer will research and determine the ranking of the top three winning units and award corresponding bonuses respectively.

Contest prize money

The rewards for this international consulting project are all paid in RMB, including tax. Each unit will handle tax-related procedures and pay taxes on its own in accordance with the law.

Winning Award ( 1 person) : Receive a bonus of RMB 3.8 million and an integration and deepening fee of RMB 1 million, totaling RMB 4.8 million; (The design agency that wins the winning award must complete the work together with the result integration and deepening unit subsequently entrusted by the host and organizer. Integrate and deepen work, please refer to the requirements of the work rules for specific division of labor.)

Preferred Award ( 2 people) : Each will receive a bonus of RMB 3 million, with a total of RMB 6 million;

Finalist Award ( 5 people) : Each finalist will receive a finalist award of RMB 1.2 million, totaling RMB 6 million.


Obtain consultation documents

File submission
