Shenzhen Bay Super Headquarters Base is a centralized hosting area for Shenzhen to build a pioneering demonstration zone for socialism with Chinese characteristics. The total land area of this project is 36293.5㎡, of which the construction land area is 34608.81㎡ and the road land area is 1684.69㎡.

To the north: Across the road is the completed high school of Shenzhen OCT Middle School;

To the west: adjacent to CITIC Mangrove Bay across the road;

South: Across the road, on the west side is the OPPO headquarters under construction, and on the east side is commercial land that has not yet been sold;

design content

This bidding will determine the architectural scheme of the project. The winning design unit will be responsible for the architectural scheme design work within the red line, reaching the depth of the scheme design. The specific work content shall be executed with reference to the content of the design contract (see Bidding Document V, Design Fee and Attachments for details) 8Architectural scheme design contract (sample).

Registration requirements

This tender will adopt an “invitation + public” approach. The tenderer determines 2 invited bidders; the other 4 shortlisted bidders will be selected from the publicly registered design agencies. The six shortlisted bidders will jointly participate in the second stage of design bidding.

The invited bidder shall be determined by the tenderer after comprehensive consideration based on the invited bidder’s industry reputation, performance, awards, and team members to be invested. The two invited bidders are as follows (in alphabetical order of the pinyin of the unit name):

(1) Shanghai Tianhua Architectural Design Co., Ltd.

(2) Zhejiang Greentown Architectural Design Co., Ltd.

Public registration requirements:

(1) Independently registered design agencies at home and abroad with relevant design experience can register to participate. There are no qualification restrictions during the registration stage, and registrations from individuals and individual combinations are not accepted.

(2) This bidding does not accept bids from design agencies forming a design consortium;

(3) The bidding unit has at least one design experience in the following projects in the past 5 years (the date of the bidding announcement, subject to the contract signing time, completed or under construction):

Have experience in the design of super high-rise buildings of 150 meters and above in central urban areas at home and abroad;
He has experience in the design of super high-rise and high-end residential buildings at home and abroad.

(4) The designers participating in this bidding should be registered personnel of the design agency. The chief creative designer must be someone who has presided over multiple projects of the same type. He must participate in the entire design process of bidding and winning the bid, and must report the bidding plan in accordance with the review requirements. In order to ensure that the project designers have an accurate understanding of the Chinese regional background and related requirements, there should be at least one person who is proficient in Chinese among the project designers;

(5) The registered design unit shall provide pre-qualification application documents and concept proposals according to the requirements of the bidding documents (for details on design achievement requirements, see VI. Requirements for pre-qualification application documents).

(6) Bidders must log in to the website http://hi07552w.mikecrm.com/bWg87NJ or scan the following QR code to log in and register the registration information before 15:00 on August 6, 2023. Please fill in the registration information accurately (content Must be consistent with the pre-qualification application documents submitted).

This bidding process is divided into three stages: the first stage is the registration and pre-qualification stage; the second stage is the design bidding stage; the third stage is the bidding stage.

design fee

The bidding unit makes a quotation based on the construction plan, and the total price shall not exceed RMB 9.5 million. The tenderer will conduct business negotiations with the winning bidder in accordance with the relevant national charging standards and sign a design contract at the final actual negotiated price. All fees paid by the tenderer include tax and are paid in RMB.

Design compensation fee

In this bidding, the top three winning candidates were selected. In addition to the winning bidder, the other two winning candidates will each receive a design compensation fee of 500,000 yuan. The remaining three bidders will receive a corresponding design compensation fee of 15 yuan if their results submitted meet the requirements of the bidding documents. Ten thousand yuan. The design compensation fee will be paid after the program bidding results are announced.

Information request

The bidder must request the design brief by email: fill out the registration form in Attachment 1, stamp it with the official seal, and send it to the designated email: [email protected]. After the tenderer receives it and reviews it correctly, it will reply and send the design brief and related materials within one working day.
